With reference to Colonial Office letter
No.53846/38 of the 21st January, regarding the assembly
at Hong Kong of ambulance aircraft purchased by the
Chinese Red Cross, I am directed by Mr. Secretary Eden
to inform you that he agrees, subject to the concurrence
of the Secretary of State for Air, to the proposal that
the Governor of Hong Kong be informed that the assembly
of these aeroplanes should be permitted, if the
impossibility of their conversion to military use can
be verified before assembly.
